The U.S. Food and Drug Administration has authorized the marketing of three JUUL2 products through the premarket tobacco product application pathway. The authorization covers the JUUL2 device along with tobacco-flavored and menthol-flavored JUUL2 pods.

The nicotine concentration of the newly authorized pods is 18 mg/mL. That is worth noting because JUUL's previously authorized U.S. products included tobacco and menthol pods in 3% and 5% nicotine strengths.

The FDA's Review Focused on Population Health

In its review of the JUUL2 application, the FDA found evidence that a substantial portion of adults who smoke completely switched away from combustible cigarettes while using the authorized products during the study period.
The agency reported different switching rates for the tobacco and menthol pods. At six weeks, complete switching ranged from 19.9% to 34.6% among participants using the tobacco-flavored pod and from 28.4% to 49.3% among those using the menthol-flavored pod.
The FDA also determined that people who completely switched from cigarettes to the authorized products were exposed to lower levels of certain harmful chemicals than they would have been had they continued smoking.
That finding played an important role in the agency's decision.
